Entitat Metropolitana del Transport is governed and administered by the Consell Metropolitá and the Junta de Govern.
EMT member municipalities from among their councillors, in proportion to the number of councillors obtained by each list in municipal elections. The municipality of Barcelona thus has 11 councillors, the remaining municipalities with more than one hundred thousand inhabitants (Badalona, Hospitalet and Santa Coloma) have three each, and the rest have one each.
